What is the value? Is it better to seel this or donate it to the government?

This cepia is signed in pencil by Judge Gary of US Steel and the founder of Gary Indiana. The photo was taken in NYC at the Campbell Studios which were in the Waldorf Hotel.

Since Gary was one of the richest men in America, the photographer was undoubtedly Campbell's best, Rudolf Eickemeyer, making the cepia, subject, autograph and photographer a valuable package. A similar cepia of Gary is in the National Archives.
