can you please tell me, this "postal union congress 1929 stamp" it is real?

Sorry, I do collection stamps, but I don't know the stamp value or history too much.

This stamp I had with me very long time, I just realize the cutting of this stamp seem different from other. So I'm not too sure does it still collectables.
I had send the photo for you to help me. I took both front and back.

Sorry,but the stamp looks like a copy should have
Perforations around the outside. The paper looks too thin,you can see the design of the stamp though the back.
Would be worth about 400gb pounds if real.
